Letter to Senator Diane Feinstein

Dear Senator Feinstein

I am writing you today because of the National Park Service in my area about the 2013 DEIS/SEIS Dog Management Plan in the Golden Gate Recreation Area and for their wasteful spending of taxpayers dollars.

I will start with the wasteful spending and then about their plans to restrict off leash dog walking on land that was given to the GGNRA by the citizens of the City and County of San Francisco for continued recreational purposes which included off leash dog walking. We are into four decades of thiswhen this should have been resolved when in the Original 1979  Dog Policy was written and used in the GGNRA for over 12 years, but it never received a section 7 ruelmaking to make it the Law of the Land and now we are back with the worst plan ever written by the NPS/GGNRA.

All the Dog Walkers who use NPS/GGNRA lands need your help to make the Original 1979 Pet Policy the rule and not the exception.

The City of San Francisco and its Board of Supervisors have recently passed a resolution expressing their oppostion to the NPS/GGNRA DEIS/SEIS 2011-2013 Dog Mangement Plan at:

Please follow the arguments and leads to research that has been done to disprove the NPS/GGNRA Claims.

Here are a few examples we have noted:

Mori Point ponds (over a million dollars) and Mori Point bridge (again over a million dollars) all to protect a frog and snake neither of which has critical habitat in that area.

Then there was a huge restoration in Marin–Giacomini Wetlands that cost over $12 million.

Negotiated Rulemaking was a sham that cost the taxpayers about a million dollars, and think of how much they have spent to produce this new Proposed Dog Management Plan/DEIS/SEIS which is merely an unlawful attempt to renege on promises made to obtain these properties in the first place.

My main interest in all of this is the GGNRA’s 2200 page Dog management Plan that will take away 90% of the current off leash dog walking areas in the GGNRA, Please view these maps that show the NPS prefered plan in Green and the area we will be banned from in Red:

Because of the Arogant way that the GGNRA has conducted themselves even after being beat in court two times they still chose to ignore the MOU and Grant Deed agreement with the City and County of San Francisco made in 1975 and their own Original 1979 Pet Policy Rule. The way I see this issue is that it effects everybody that has or cares for a dog in San Francisco , Marin and San Mateo Counties and so far we do have Support from the City and County of San Francisco with a Resolution against the GGNRA DMP and Congresswoamen Jackie Speier who has pointed out that the areas that the GGNRA is going to take away are going to deny the very important word in the GGNRA’s name and that is of course “Recreation” and we as Dog owner/Guardian enjoy the exercise -recreation we get and the socialization we and our K-9 friends receive while out in my case Fort Funston.

How We Got Here:

This conflict has become one of legislative intent: the GGNRA/NPS desire to manage this Golden Gate National Recreation Area as a National Park, while the enabling legislation and the will of the people assert the management should reflect the unique requirement we have for recreational access in the GGNRA.

This is a long-standing battle we have waged; the GGNRA takes away recreational access, and the citizens turn to the Federal Court to have access reinstated. It has been a colossal waste of time and money, and a hardship for the citizens because not only are we battling for our right to access; we are also paying for both sides of the debate.
